Repatriation from China to the UK

A guide to repatriating a British national from China to the UK. Covers Public Security Bureau investigation, Chinese-only documentation, approved mortuary requirement, and 14–28 day timelines.

China is a substantial British travel and business destination. Tens of thousands of British nationals visit or reside in China at any given time — business travellers in Shanghai and Beijing, tourists along the classic routes through Xi’an and Chengdu, and an established expat community in the major cities. When a British national dies in China, the repatriation process involves a specific set of steps that are more complex than most European cases and require careful coordination from the outset.

Language is the first barrier. The administrative system is the second. The approved mortuary requirement is the third.

Public Security Bureau notification

Any sudden, unnatural, or unexplained death in China must be notified to the Public Security Bureau (PSB — the Chinese police). The PSB attends the scene and takes jurisdiction. For violent, accident, or suspicious deaths, the PSB orders a forensic investigation. A forensic post-mortem may be conducted at a PSB-approved forensic facility.

The PSB investigation must be completed and the body formally released before any repatriation preparation can begin. PSB investigation timelines vary significantly: 7 to 21 days in straightforward cases; longer in complex or sensitive cases. The PSB does not expedite investigations on request.

Approved mortuary requirement

China requires that human remains intended for international export be held at and prepared by a government-approved mortuary (殡仪馆, bìnyíguǎn). Not all funeral homes in China hold this designation. In Beijing, Shanghai, and other major cities, approved mortuaries with experience in international repatriation exist. In smaller cities and rural areas, the body may need to transfer to the nearest approved facility, which could be hours away.

The approved mortuary carries out the embalming and prepares the sealed coffin and embalming certificate required for international export. Working outside the approved mortuary system creates problems at the export clearance stage.

Chinese-only documentation

All Chinese official documentation is in Simplified Chinese. The death certificate (死亡医学证明书, issued by the hospital), the PSB release certificate, the mortuary’s embalming certificate, and the health authority export permit are all in Chinese only. Certified English translations are required for the UK Coroner, death registration, and insurance purposes.

Finding certified translators for Chinese legal and medical documents in major cities is manageable. In smaller cities or rural areas, it is harder, slower, and the quality of translation needs verification.

Authentication requirements

Chinese official documents for international use typically require authentication — a multiple-step process involving notarisation and then authentication by the Chinese Ministry of Foreign Affairs. This is separate from the export process but required for UK legal purposes including probate. Factor in 5 to 10 additional working days for authentication.

The British Embassy

The British Embassy is in Beijing. There are British Consulates-General in Shanghai, Guangzhou, Chongqing, and Wuhan. The Consulate-General relevant to the case depends on where the death occurred. Emergency number: +44 20 7008 5000.

Cargo routing

British Airways operates direct London Heathrow to Beijing and Shanghai routes. Air China operates the same routes. Direct cargo connections from Beijing (PEK) and Shanghai (PVG) to Heathrow are available, which simplifies the final transport leg.

Timelines

Natural death in Beijing or Shanghai: 14 days at the fastest. Standard case with PSB clearance: 21 to 28 days. PSB investigation for accident or violent death: 45+ days. Remote area requiring transfer to approved mortuary: add 3 to 7 days.
