When Someone Dies in Turkmenistan: The First 24 Hours

Call the FCDO immediately on 020 7008 5000 (24 hours). Unlike many high-complexity destinations, the British Embassy in Ashgabat is resident and can provide direct consular support. Contact the Embassy on +993 12 363 462.

Turkmenistan is one of the world’s most closed states. Internet and telephone communications are severely restricted. Coordinating the repatriation process without local specialist contacts is not realistic. Engage a specialist firm with current Turkmenistan experience as early as possible.

Death registration in Turkmenistan follows the Soviet civil registration model. The Civil Registry Office (ZAGS) registers the death and issues the official death certificate. The Ministry of Internal Affairs issues the export permit, which requires the death certificate, embalming certificate, and freedom from infection certificate to be in place first.

All documentation is in Turkmen and/or Russian. Certified English translations are required before UK authorities will accept any documents.

Ashgabat International Airport (ASB) is the sole international gateway. Turkish Airlines operates services to Istanbul with UK connections — the primary repatriation route. Flydubai offers Ashgabat to Dubai with onward connections. Both routes provide access to cargo services.

Authoritarian Environment and Bureaucracy

Turkmenistan’s government maintains strict control over foreign nationals and bureaucratic processes can be unpredictable. In practice, this means that documentation which should take a set number of days may take longer without explanation. An experienced specialist firm with local contacts can manage this far more effectively than a family coordinating directly from the UK.

Timelines typically run 14–42 days, but bureaucratic delays at the Ministry of Internal Affairs can extend this.

What to Do in the UK

Notify your travel insurer as soon as possible. Gather original travel documents, passport copies, and any documentation about the circumstances of death. Be aware that direct communication with your relative’s location in Turkmenistan may be very difficult due to internet and phone restrictions.
