Cuba is a one-party state with a socialised medical and administrative system that operates quite differently from the countries where most British nationals die abroad. British visitors come primarily for cultural tourism (Havana’s colonial architecture, classic cars, music), beach holidays (Varadero, Cayo Coco, Trinidad), and increasingly for independent travel across the island. Cuba is not a common destination for British expats or long-stay residents; most British nationals in Cuba are visitors rather than residents.

The Cuban medical system is state-run. Foreigners are treated in Clínicas del Turista (tourist clinics) or international hospitals operated by Cubalse or Servimed, not in the general public hospital network. This separation matters when a death occurs: which facility and which registration system is involved will depend on whether the person was admitted through the international medical network or through a Cuban public hospital.

What Cuban law requires

Ley del Registro del Estado Civil (Decreto-Ley 193/1999): Deaths must be registered with the Registro del Estado Civil, administered by the Ministry of Justice (Ministerio de Justicia). In Havana, the relevant office is the Registro del Estado Civil for the municipality in which the death occurred.

PNR (Policía Nacional Revolucionaria) and the Public Prosecutor (Fiscalía): Sudden, violent, or unexplained deaths are reported to the PNR and referred to the Fiscalía. The Fiscalía orders forensic post-mortems through the Instituto de Medicina Legal (IML), operated under the Ministry of Public Health (MINSAP).

Instituto de Medicina Legal: The national forensic institution. The main IML facility in Havana handles post-mortems for the capital and western Cuba. For deaths in other provinces, the relevant provincial IML conducts the examination.

MINSAP permit for international transport: The Ministry of Public Health (Ministerio de Salud Pública) issues the sanitary authorisation for international transport of human remains under Cuban health regulations. The Embassy works directly with MINSAP on international cases.

US sanctions note: US Treasury Office of Foreign Assets Control (OFAC) sanctions restrict US persons and dollar transactions with Cuba, but these do not directly affect UK nationals or UK-based funeral directors. UK funeral directors and airlines are not subject to US Cuba sanctions in the same way. Routing cargo via a non-US hub is standard practice.

Medical coverage

Clínica Central Cira García (Calle 20 No. 4101, Miramar, Havana) is the principal international medical facility in Havana for foreign nationals. It is operated by Servimed and is fully equipped for acute care with English-speaking staff. Cuban public hospitals (Hospital Hermanos Ameijeiras, Hospital Calixto García) may be involved in emergency situations before transfer to Cira García can be arranged. Outside Havana, the Varadero International Clinic (Clínica Internacional Varadero) serves the resort area.

The documentation chain

1. Death registration at Registro del Estado Civil (municipality of death). 2. PNR police report (in sudden deaths). 3. Fiscalía authorisation for body release. 4. IML post-mortem report (if forensic examination ordered). 5. MINSAP sanitary authorisation for international transport. 6. Embalming certificate. 7. IATA cargo documentation — HAV (José Martí International Airport) to LHR via a European hub (typically Madrid MAD or Paris CDG).

Cuba has no direct cargo services to London. The standard routing is HAV to Madrid (Iberia, approximately 9 hours) then MAD-LHR. Cargo handlers at José Martí Airport coordinate with the MINSAP documentation.
