Repatriation from Varadero, Cuba

Varadero is Cuba’s principal beach resort destination, on the Hicacos Peninsula in Matanzas Province, 140 kilometres east of Havana along the Via Blanca highway. It is by a considerable margin the Cuban destination most visited by British tourists: direct charter and scheduled flights from UK airports serve Juan Gualberto Gómez International Airport (VRA) in significant numbers during the winter sun season. The large all-inclusive hotel zone, which stretches the length of the peninsula, means that most British deaths in Cuba occur in or near Varadero.

What Cuban law requires
Decreto-Ley No.193/1999 del Registro del Estado Civil: Governs death registration in Cuba. The death is registered at the local Registro del Estado Civil in Matanzas Province (for Varadero). The certificado de defunción (death certificate) is issued here.
Policía Nacional Revolucionaria (PNR) and Fiscalía: All sudden, violent, and unexplained deaths are reported to the PNR (Matanzas Provincial Police for Varadero cases). The Fiscalía (Public Prosecutor) supervises investigations.
Instituto de Medicina Legal (IML), MINSAP: Cuba’s national forensic medicine institute operates under the Ministerio de Salud Pública (MINSAP). All court-ordered autopsies on foreign nationals at resort locations are typically conducted at the IML in Havana. This requires the body to be transferred from Varadero to Havana (approximately 2 to 3 hours by road).
MINSAP international transport permit: The Ministry of Public Health issues the authorisation for international transport of human remains.

Medical coverage
Clínica Internacional Varadero (Calle 1ra e/ 60 y 61, Varadero) is the international clinic serving tourists in the resort zone and is the standard first contact for ill or injured British nationals. For more serious cases, the Centro de Investigaciones Médico-Quirúrgicas (CIMEQ) in Havana is the primary destination for medical evacuation. Hotel medical staff or tour operator representatives should be the first call for any medical emergency within the resort zone.
The documentation chain
1. Certificado de defunción from Registro del Estado Civil, Matanzas Province (Varadero). 2. PNR Matanzas investigation report (sudden/violent deaths). 3. Fiscalía release of the body. 4. IML Havana forensic post-mortem (if ordered — transfer from Varadero required, approximately 2 to 3 hours). 5. MINSAP international transport permit (Havana). 6. Embalming at approved Varadero or Havana funeral home. 7. Air cargo from VRA (Juan Gualberto Gómez International Airport, Varadero) or HAV (José Martí International Airport, Havana). VRA handles charter flights from UK airports (Jet2, TUI/Thomson), particularly October to April. Outside charter season, cargo routing is via HAV and then HAV-MAD-LHR with Iberia, or via Mexico City.
UK nationals: US sanctions do not apply
US financial and travel sanctions against Cuba do not apply to British nationals or British-registered businesses. UK citizens can transact freely with Cuban institutions and funeral services without restriction.
