The British Consulate General Florence (Lungarno Corsini 2, Florence) covers Umbria. For deaths in the Terni province (southern Umbria), the British Embassy Rome (Via XX Settembre 80/a, Rome) may also be the more practical contact depending on the location.

What Italian law requires

Ufficiale di Stato Civile: Deaths are registered with the Ufficio di Stato Civile of the comune where the death occurred. For Umbria, relevant offices include those in Perugia, Spoleto, Foligno, Orvieto, and Terni. The atto di morte and certificato di morte are issued here.

Procura della Repubblica: Sudden or unexplained deaths are reported through the carabinieri to the Procura della Repubblica. For Perugia province: Procura della Repubblica di Perugia. For Terni province: Procura della Repubblica di Terni. The Procura appoints a médico legale for examination or autopsy where required.

Autorizzazione all’estradizione della salma: Issued by ASL Umbria 1 (Perugia province) or ASL Umbria 2 (Terni province) under DPR 285/1990.

Hospital coverage

Azienda Ospedaliera di Perugia (Ospedale S. Maria della Misericordia, Perugia) is the main teaching hospital for central Umbria. Ospedale Santa Maria (Terni) covers the south. Deaths in smaller comuni in the Valnerina, around Lake Trasimeno, or in Orvieto may require patient transfer to Perugia or Terni before or after death, which can affect which ASL and which Procura hold jurisdiction.

The documentation chain

1. Atto di morte from Ufficio di Stato Civile of the relevant comune. 2. Certificato di morte. 3. Carabinieri report and Procura clearance (in sudden or unexplained deaths). 4. ASL Umbria 1 or 2 Autorizzazione all’estradizione della salma. 5. Embalming certificate (required for air transport). 6. IATA cargo documentation — PEG, FCO, or FLR to LHR or LGW.

Airport and cargo routing

Sant’Egidio Airport in Perugia (PEG) handles limited cargo but has connections to Rome FCO. For most UK repatriations from Umbria, road transfer to Rome Fiumicino (FCO, approximately 2 hours from Perugia) gives access to the BA FCO-LHR direct service. Florence FLR (approximately 1.5 hours from Perugia) is also viable. The choice depends on which route the appointed funeral director has established relationships with.

Long-stay resident considerations

British nationals with residenza anagrafica in Umbria are registered with the local comune’s Anagrafe. Italian succession law applies to all Italian real property. A testamento olografo (handwritten will in Italian) registered with the local comune or a notaio can simplify the succession process, but many British owners have no Italian will at all. Where the deceased owned an Umbrian property, the succession must be handled through an Italian notaio. The European Certificate of Succession (EU Regulation 650/2012) may be relevant where the deceased was domiciled in Italy.
