The British Embassy serves all of the Netherlands from The Hague. Rotterdam is approximately 25 kilometres from The Hague, making consular access to Rotterdam straightforward. The Embassy can attend in person in serious cases.

What Dutch law requires

Code of Criminal Procedure (Wetboek van Strafvordering), as most recently revised 2023: All sudden, violent, suspicious, or unexplained deaths are reported to the police (Politie Rotterdam). The Officier van Justitie (Public Prosecutor) at the Arrondissementsparket Rotterdam (Wilhelminaplein 100-125, Rotterdam) must authorise post-mortem examination and release of the body where required.

Death registration: Registered at the Burgerlijke Stand (Civil Registry), Gemeente Rotterdam, Coolsingel 40, Rotterdam. The overlijdensakte (death certificate) is issued in Dutch. Under the Strasbourg Convention, Dutch documents are accepted for UK border purposes without full translation, though a basic certified translation is typically requested.

Municipal permit for international transport: Under the Wet op de lijkbezorging (Burial and Cremation Act, as amended), the municipality of Rotterdam issues the permit for international transport of human remains. This is coordinated by the funeral director.

Strasbourg Convention: The Netherlands and the UK are both parties. The laissez-passer mortuaire (transit certificate) issued under the Convention is the primary cross-border transport document.

Forensic facilities

Erasmus MC (Erasmus University Medical Center), Department of Forensic Medicine: Dr. Molewaterplein 40, Rotterdam. Erasmus MC has a well-regarded forensic pathology department that conducts court-ordered examinations for the Rotterdam judicial district and surrounding areas. The Nederlands Forensisch Instituut (NFI), based in The Hague, provides centralised forensic science services for the Netherlands as a whole.

Repatriation routing options

Rotterdam offers several realistic repatriation routes to the UK — more options than most European cities:

Air cargo via Amsterdam Schiphol (AMS): Amsterdam Airport Schiphol is approximately 40 kilometres from Rotterdam (30 minutes by road via the A4). KLM, British Airways, and other carriers operate direct AMS-LHR services. This is the standard air cargo route for Rotterdam repatriations.

Road via Eurotunnel: The body, prepared and sealed in a zinc-lined coffin, can be transported by road hearse via the A16/E19 through Antwerp and Brussels, through northern France to Calais, and through the Channel Tunnel to Folkestone. Total road distance approximately 420 kilometres. A practical option that avoids airport cargo handling.

Ferry from Europoort (P&O Hull) or Hook of Holland (Stena Harwich): Rotterdam is served by two UK ferry routes. Human remains can be transported by ferry under the Strasbourg laissez-passer with the accompanying funeral director. This is a less common route but is used in specific cases — particularly when road-and-ferry combined is faster than securing cargo space on a flight.

Allow 10 to 18 days for straightforward cases. The multi-option routing means logistics can often be arranged quickly once documentation is complete.

Port environment specifics

Rotterdam’s port environment creates specific circumstances. Deaths in the Europoort industrial zone, at the port itself, or in the maritime sector are investigated under the Dutch Safety Board (Onderzoeksraad voor Veiligheid) framework if they are workplace incidents, in addition to the police and Public Prosecution process. Families whose relative died in a work context should be aware that the investigation may involve multiple authorities.
