Palawan is an elongated island province in the western Philippines, stretching south-west towards Borneo. Its capital, Puerto Princesa, is the main access point for most British visitors. El Nido (in the north, 240km from Puerto Princesa) and Coron (on the separate Busuanga island, accessible by air or ferry) are the two main dive and island-hopping destinations. Palawan consistently ranks among Asia’s top-rated destinations and draws a significant British visitor contingent, particularly for island-hopping, snorkelling, diving, and what the travel industry calls “last frontier” tourism.
The geography creates a genuine challenge in any death situation. El Nido is a long road or a short turboprop flight from Puerto Princesa. Coron is on a different island entirely. Getting any documentation moving involves reaching Puerto Princesa first, and for remote island deaths, that is not always straightforward.
Consular coverage
The British Embassy Manila (120 Upper McKinley Road, McKinley Hill, Fort Bonifacio, Taguig City, Metro Manila) is the UK diplomatic mission for the Philippines. There is no British consular presence in Palawan. The Embassy handles all consular matters for deaths in the province.

What Philippine law requires
Republic Act 3753 (Civil Registry Law, 1930, as amended) and Republic Act 9048 (2001): Deaths must be registered with the Local Civil Registrar (LCR) of the city or municipality where the death occurred within 30 days. The Certificate of Death (PSA Form) is the primary document. After local registration, the Philippine Statistics Authority (PSA) in Manila issues the authenticated copy (Security Paper or SECPA) which is required for international repatriation.
Philippine National Police (PNP): Sudden, violent, or unexplained deaths are reported to the PNP. In Palawan, the PNP Palawan Provincial Police Office and the relevant municipal police station attend sudden death scenes. Investigation cases are referred to the PNP Criminal Investigation and Detection Group (CIDG).
National Bureau of Investigation (NBI) / Medico-Legal Officer: Post-mortems in suspicious or unexplained deaths are conducted by the NBI Medico-Legal Division or by the PNP Crime Laboratory. In Puerto Princesa, the nearest NBI Regional Office is the NBI Palawan Extension Office. For El Nido and Coron, bodies may require transport to Puerto Princesa for examination.
Bureau of Quarantine (BOQ) / Inter-Agency Committee on Repatriation: The BOQ issues the transit health certificate for international transport. The Department of Foreign Affairs (DFA) issues the SOLAS form for international transport of human remains.

Medical coverage
Puerto Princesa City Health Office and Ospital ng Palawan (Puerto Princesa) provide basic acute care. For serious trauma or medical emergencies, patients are evacuated by commercial flight to Manila (approximately 1.5 hours on Philippine Airlines or Cebu Pacific). Deaths in El Nido or Coron may require road transport or charter aircraft to reach Puerto Princesa before any formal process begins.

PNP report (in sudden deaths). 4. NBI / PNP Crime Laboratory post-mortem (if ordered). 5. Bureau of Quarantine transit health certificate. 6. DFA SOLAS international transport documentation. 7. Embalming certificate. 8. IATA cargo documentation — PPS (Puerto Princesa International Airport) to MNL (Ninoy Aquino International Airport, Manila) then MNL to LHR.
International cargo routes from Palawan go via Manila (MNL). Philippine Airlines, Emirates, and British Airways operate MNL-LHR routes (approximately 14 to 16 hours via hub connections).
