Repatriation from Seoul, South Korea

Specific guidance for arranging repatriation from Seoul. Local documentation contacts, airport cargo routes, and the typical process for cases originating in this area.

South Korean death certificates, forensic reports, and transport permits are issued exclusively in Korean. There are no bilingual or English-language official versions. Every document submitted to UK authorities requires a certified Korean-to-English translation by an accredited translator — and Korean is a language where unaccredited translation is particularly easy to get wrong given the technical legal vocabulary involved. This translation requirement should be budgeted into the timeline at the outset: 5 to 10 working days for a complete set.

What the British Embassy does — and does not do

The British Embassy Seoul (24, Sejong-daero 19-gil, Jung-gu, Seoul) is the UK consular authority for all deaths in South Korea.

The Embassy can: Register the death in UK consular records. Advise on Korean documentation requirements. Provide a list of funeral homes with international repatriation experience.

The Embassy cannot: Repatriate the body. Pay any costs. Override Korean legal processes or shorten the NFS examination period.

What Korean law requires

Under the 형사소송법 (Criminal Procedure Act of Korea), sudden, violent, or unexplained deaths are reported to Seoul Metropolitan Police Agency (서울경찰청), which refers the case to the competent district prosecutor (검사). The prosecutor decides whether a forensic examination is required.

Forensic post-mortems in Korea are conducted by the National Forensic Service (국립과학수사연구원, NFS) — a government agency under the Ministry of the Interior and Safety. Like Sweden’s Rättsmedicinalverket, the NFS holds a government monopoly on official forensic pathology. No private pathologist can substitute for an NFS examination. The NFS Seoul headquarters (139 Jiyang-ro, Yangcheon-gu, Seoul) handles cases from the Seoul metropolitan area.

For hospital deaths with a certified cause, the treating physician issues the certificate directly and NFS involvement is not required.

The documentation chain

1. 사망진단서 (Samang jinsanseo — death certificate from treating physician) or 시체검안서 (Siche geomseo — from a forensic physician for sudden/unattended deaths). These are distinct documents — use the correct one for UK purposes.

2. 사망신고 (Death registration). Filed at the district ward office (구청, gu-cheong) of the jurisdiction where death occurred.

3. International human remains transport permit. Issued by the Korea Disease Control and Prevention Agency (KDCA, 질병관리청) under the 감염병의 예방 및 관리에 관한 법률 (Infectious Disease Control and Prevention Act).

4. Embalming certificate.

5. Freedom from infection certificate.

6. Certified Korean-to-English translations of all documents.

7. IATA cargo documentation.

Airport and cargo routing

Incheon International Airport (ICN, Incheon Metropolitan City, 52km from central Seoul) is consistently ranked among the world’s best-operated cargo airports. British Airways operates ICN-LHR direct with established cargo capacity. The ICN cargo operation for human remains is well-practised and efficient compared to many Asian hubs.

Timeline from Seoul

  • Hospital-certified natural death: 7 to 14 days (plus 5–10 days for translations)
  • NFS forensic case: 14 to 21 days
  • Complex investigation: 4 to 8 weeks

Key local considerations

Seoul attracts British business travellers, technology industry visitors, and a growing British tourism market connected to Korean culture and food. The city has a significant international expat community. Deaths among British residents with long-term Korean visa status require additional coordination regarding any Korean estate matters before the body can be released.
